What is a Neighborhood Electric Vehicle, or a Low Speed Vehicle?
The federal NEV classification requires a vehicle to have a top speed of 25 mph and to have safety features such as seatbelts, hand brake, complete lighting (including brake and signal lights,) rear view mirror and a horn. They are not required to have doors. They are more correctly referred to as LSVs (Low Speed Vehicles)
These vehicles are legal for driving on streets with 35 mph or lower speed limits in most states, including Maine - All regular motor vehicle laws apply to these limited electric cars, so they cannot be parked on sidewalks, for instance.
Basically, these are the slower version of electric vehicles which are ideal for in-town or campus driving. Unfortunately, most of the public still thinks that all electric vehicles are low-powered like these.
